Pagan most recently spent nine seasons at Villanova University (2017-25) where he served as the tight ends/assistant wide receivers coach (2017-18) before being promoted to oversee the wide receivers and work with both the kick and punt returners (2019-25). Pagan was also responsible for recruiting the eastern, central and western Pennsylvania areas. In 2025, Pagan helped the Villanova offense, who averaged 29.5 points per game, to a 12-3 overall record and reach the semi-final round of the FCS National playoffs. From 2021-25, the Wildcats made the FCS National Playoffs four times (2021, 2023-25). Villanova averaged 30+ points per game in the 2021 and 2023 seasons. In 2019, Villanova was third in the country in passing touchdowns (37) and eighth in the country in points per game (37.3). Throughout his Villanova stint, he coached multiple CAA All-Conference performers including WR Luke Colella (first-team; 2025), PR Braden Reed (third-team; 2025), WR Rayjuon Pringle (first-team; 2023, second-team; 2021), and WR Jaaron Hayek (first-team; 2022). Hayek was also invited to the Kansas City Chiefs rookie minicamp in 2024.

Prior to his time with Villanova, Pagan was the special teams coordinator/wide receivers coach for Stevenson University (2015-17). Pagan helped lead Stevenson win the Middle Atlantic Conference Championship after averaging 34.9 points per game and going 9-2 in 2016. Pagan coached multiple MAC All-Conference selections including WR Preston Addo, who was a first-team wide receiver and the first-team returner of the year in 2016, WR Devin Salisbury (second-team; 2016), RB Devonte Williams (first-team special teams player of the year; 2016) and K Tim Sternfeld (second-team; 2016). He also worked with the Philadelphia Eagles as the Bill Walsh Diversity Coaching Fellow in July of 2017.

Before joining Stevenson, Pagan served as the wide receivers coach/co-special teams coordinator for State University of New York at Cortland (2013-15). At SUNY Cortland, he also served as the JV head coach and punt coordinator while coaching the returners.

Pagan got his first coaching opportunity as a volunteer coach at his alma mater, West Chester University in 2013. While at West Chester, he assisted the defensive coaches with schemes and coached the offensive scout team. He also assisted the recruiting coordinator in all aspects of recruiting weekends. Additionally, Pagan was in charge of coaching the kick returners and punt returners.

The Lancaster, Pa., native attended West Chester University of Pennsylvania (2009-12) where he was a wide receiver, defensive back and return specialist. Pagan was a three-year letter winner during his collegiate playing career. Pagan graduated with a degree in liberal studies and health and coaching. Before transferring to West Chester, he attended Clarion University (2008) where he was a wide receiver and won the Newcomer of the Year award.
